its because the boss never technically went into the stunned state, its only when the daze bar goes rainbow is when the boss is stunned, the numbers going crazy but the bar still being yellow/orange means you hit 100+ daze accumulated but no heavy attack has been hit to trigger the stun window. In the clip, you cancel Sunna's perfect assist follow-up attack to instead use her EX but the EX heavy doesnt hit until AFTER the boss has already phased into its Rift Assault, in which stunned state is impossible because they dont want to interrupt the boss's animations while it might be inside the rift. Had you let her attack connect or instantly switch to Dialyn to EX with her, it wouldve triggered stun (albeit not optimal). Its honestly extremely annoying and inconsistent game design but this has been in the game since launch, so no its not really a bug.

yeah, i hate this boss with his teleport moves. It just so annoying. It take alot of the times (not as much as the thrall, but still), and it didnt even give any extra point from that. Just straight up wasting our times.

this boss reminds me of wandering hunter, because its too give you like 10000 moves that you can parry, gain decibels and very much stun, but holy amount of reductions and hp bro
