I live in the Netherlands: it's not true. the prisons aren't closing because there's so much lesser crime, most important reasons are: More alternative sentences: Judges increasingly imposed community service orders or other alternatives instead of unconditional prison sentences. Shorter sentences: Inmates received shorter prison sentences on average. Cost savings and overcapacity: The declining influx of prisoners led to a large surplus of cells. Since the cost of maintaining a prison cell is high, the government closed correctional facilities to save money and eliminate budget deficits.
