Why are you surprise? This is a normal thing in Ghana recruiting system that’s why I didn’t even waste my money on buying forms because I don’t have anyone to give me protocol. Government officials are being given slots always but they will come and tell you there will no be any protocol. It’s all about who you know and the ability of the person to help you
