it's not about the hair, it's about power. they are basically telling the youth they have Authority over there head, historical university student let there hair grow as a sign of Protest against the government. they fear if they let them grow there hair they maybe feel empowered. to make sure that don't happen they humiliate, some time even going further by cutting it with Scissor and humiliating them out of there dignity and there freedom. basically it's a Psychological warfare to let the youth know they are in charge and letting them know they have power over everything even our HAIR.
