Moawen brings together employers, Recruitment Agencies and domestic workers, managing the recruitment and employment process from the initial application through to the worker taking up employment. By bringing these stages together within one trusted digital environment, the platform provides a clearer, more efficient and secure experience for everyone involved. Speaking at the launch, Mr Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry of Labour, described the first phase of Moawen as a significant advancement in the regulation of domestic worker recruitment. He said the platform reflects the Ministry's commitment to developing smart digital infrastructure that keeps pace with the priorities of the Third National Development Strategy and the National Workforce Development Strategy 2024–2030, supporting the development of a more efficient, fair and transparent labour market. Dalmouk also highlighted the wider role the platform is expected to play in strengthening the recruitment system. He said Moawen has been designed to promote a fair balance between rights and obligations, while providing a seamless and secure service experience that strengthens competitiveness, governance and data-driven decision-making. He stressed that empowering individuals through advanced digital solutions is fundamental to building a sustainable working environment that safeguards workers' dignity and strengthens public confidence in the recruitment system, while reinforcing Qatar's position as a leading country in human resources management and the protection of workers' rights, in accordance with national and international best practices and standards. For employers, this enhanced digital experience begins once the necessary approvals have been obtained from the Ministry of Interior. Moawen offers a range of recruitment options tailored to different needs: employers can recruit a worker they already know, request offers from selected Recruitment Agencies or browse all available offers from approved Recruitment Agencies.
