look inside the pump, theres a 2nd pipe inside it. that pipe takes the gasses from the fuel and feeds it back into the stations petrol tank which then turns back into the fuel. only a tiny tiny amount per use by each car but that adds up.

Pump at night when it's cooler and when there hasn't been a lot of traffic. when the gas flows through the pump, the foam is creating the offset of measurements. This is purposeful and been happening for years.
