There's no single official canonical reason Jason Voorhees never speaks, but the most widely accepted fan and lore explanation hits really hard: when he drowned as a kid at Camp Crystal Lake, he screamed and cried for help, and no one listened or bothered to save him. After that, he stopped talking entirely, as he learned no one would ever care about what he had to say, so he let his actions speak for him. Some lore also notes developmental disabilities, chronic bullying, and brain damage from the drowning as contributing factors, but the "no one ever listened" angle is what this video leans into — it's less that he physically can't talk, and more that he sees no reason to.

First off, Jason was basically CANT speak. And we know this because in part 9, when he possessed the cop, he speaks through his body. And again, Jason was rendered mute by the drowning. Explaining why part 2-4 he just didn’t speak. And speaking In a meta term, having Jason speak would make it less scary.
