Every historical figure did bad things and good one. Let's not forget Napoleon created the Napoleon's code which shaped modern's civil law system across the world, laws we still use after 2 centuries, saved france , he dismantled old feudal system where people where judged and promoted only based in which family you were born in. Also he never caused genocide, unlike many figures who preceded him, of his time or of who succeded him. Ofc he also did bad things as u already mentioned , but he wasn't a full bad person nor good. But he was for certain ahead of his time on the way he perceived the moral good and on what was good for his country success.
