As somebody who as worked in tech and infrastructure automation over the years I was genuinely surprised to learn that open loop cooling systems are as prevalent as they are… It’s cheaper in the long run to maintain a closed loop system so it really just gos to show you that they don’t view these as permanent infrastructure either. The people paying to build them are fully aware that it’s a bubble.

There are closed system water cooling systems. Coupled with geothermal can even reduce water and energy usage. Of course, this would require regulation to make the use mandatory.
