The Haifa refinery, an important industrial facility operating under British rule, was therefore viewed as a significant target. Lehi members attacked Arab workers outside the refinery with grenades. The attack killed six Arab workers and wounded dozens of others. The event was followed by a much larger outbreak of violence inside the refinery. Arab workers attacked Jewish workers, resulting in the deaths of 39 Jewish workers and injuries to many others. From a pro-Lehi perspective, the deaths of the Jewish workers demonstrate the dangerous environment in which Jewish underground organizations believed they were operating. Lehi supporters argued that Jewish resistance was taking place during a period in which Jewish communities faced serious threats and that organizations such as Lehi were fighting for the creation of an independent Jewish state. At the same time, the operation had tragic consequences. The initial attack contributed to a cycle of retaliation that resulted in the deaths of both Arab and Jewish workers. Because of this, the incident remains controversial among historians. Supporters of Lehi may view the operation within the context of the struggle for Jewish independence, while critics emphasize the attack on Arab workers and the subsequent loss of life.
