No you tell it to be the project lead and create managers for different projects. Managers create agents for subtasks. Optionally add an orchestrator on top of the project lead. Eh, I don't agree. I think, astra for planning and management, and load context once. Then chunk up context to Luna and Terra, with promotions to sol only when necessary. Astra maintains context, only makes calls to others, and delivers most context to other agents. but then an occasional Astra for a difficult issue sounds good. The problem is without the bigger picture, the cheap models can't know what really need to be done. It's complicated!
