She is worried and scared so she did what she thought was the best. She doesn't want Kyoka to hurt like her. The moment you got hope in light so much and get crushed is hurt so much, so she thought it's better if you stay in dark than hope in light that might too hot. It's just like how some people who find comfortable in the dark than light, and think other people might too.

I can’t imagine the abuse kouyou went through. How she was probably manipulated into believing there was absolutely no escape from the mafia. That even imagining it was poison and pointless. Kouyou isn’t a good person, but it’s so obvious she cares deeply about Kyouka.
