You should add the salt after the water is boiling! Salt raises the boiling temperature of water, which means you need more heat to get it to boil..

I splash some olive oil in my pasta water to stop it from boiling over while cooking, it works wonders, but will that have any negative effects on the starch or in general when using that water in a sauce

When I cook my gluten-free pasta, the only way I can get it to have a good texture, and not make a big clump, is to add a little bit of oil while it's cooking and to immediately rinse it with cold water when I get it out. If I stir it a lot, and agitate it like that, it usually ends up dissolving we're breaking into tiny pieces. There is probably a better way, but I haven't figured it out in 20 years!
