It’s not really because the speeds don’t match, it’s because of how shutter speeds work on cameras. Cheap mobile sensors capture light in sequential rows like CRTs, so if anything is flickering fast only a certain row of sensors will be able to capture that light, this explains why there are stripes and not pure black or white image.

The LEDs don't stay on all the time; they're staggered, one turning on while the other turns off, and so on until they cover everything. But it's so fast that the human eye can't see it, but cameras can. Also, if you set a shutter speed of 1/10, you won't see it, if I'm not mistaken.
