The moment the government became the retirement fund, parents stopped needing their children for survival, and children were free to leave at 18 and take risks. Asia never made that switch. Nearly 90 percent of India's workforce is informal and sits outside any pension system. India and Singapore both have laws that let parents legally claim maintenance from their children. So this was never a culture difference. It is an infrastructure difference. When the state cannot fund your survival, the family becomes the pension plan, and a risky career stops being a personal choice and starts being a family risk.
