Gentle Fist gives Neji a direct win condition, Rotation should counter Chidori, and Sasuke's Weightless Lee-level speed isn't enough when Neji already showed he could deal with Lee's speed. The Sharingan can perceive Neji's attacks all it wants, Sasuke still needs the physical speed to actually dodge them. Sasuke beat Gaara R1 before he Ranaway so Sasuke beats Neji. He has Rock lee speed, his taijutsu, his long range attacks with fire style and wires to avoid close combat if necessary, sharigan to avoid his chakra points getting shut off, and chidori to overpower rotation.
