That's not Valley Road in the beginning. First of all its a straight run from Riverview/French Hill to Preakness Ave and secondly its not that woodsy. Having said that it does flood on Valley but usually by Walgreens.

All those taxes and can’t get better drainage systems. It’s probably from old drainage system. It’s time to update.
