Born and raised in Richmond Va. My dad and I were driving through here about 20 years ago and he was telling me there are ghosts I was terrified every time we passed the place. lol

You know they can always drain the tunnel. There are ways. You just have to drill through the front entrance and put a pipe into it so they’re not working smarter.
