I guess I’m having a problem understanding what the issue is. The cop keeps saying using a placard when you’re not using the spot. How is it illegal to use a handicap spot when you have a handicap placard? Yes I get that. She was in that spot before she had the placard up, but once she produced the placard, it should be a non-issue.
