The extensive dismantling, sale, removal and destruction of Eritrean productive assets claim that all of this was a deliberate British plan to make Eritrea economically non-viable requires careful qualification. Some say the removals were justified as military surplus, war reparations, or disposal of installations; however, the strongest political interpretation is that the economic measures coincided with Britain's proposals concerning Eritrea's future. The British position on Eritrea's future was not fixed throughout the period 1941–1952. It evolved in response to British strategic interests, Ethiopian claims, Italian interests, Eritrean political movements, and—after 1945—the intervention of the United Nations. The evidence shows that Britain considered several possibilities, including merger eastern part of Eritrea into Ethiopia and the other western part into Sudan; or federation with Ethiopia, and eventual British withdrawal. The most important point is that Britain did not initially regard Eritrean independence as its preferred solution.

(2) One of the most controversial aspects of British administration was the removal or destruction of industrial machinery and installations in Eritrea. Academic research records the dismantling of numerous industrial facilities and infrastructure projects after the war. A detailed study of the 1940s specifically describes the removal or sale abroad of new wartime installations as well as some Italian-era facilities. These infrastructures included the ports of Massawa and Assab, a railway connecting the Red Sea coast with the highlands, the Asmara–Massawa aerial cableway, factories, workshops, power facilities, warehouses, telecommunications installations, agricultural enterprises and so on. One particularly striking example was the cement factory at Abdulkadir near Massawa. According to the scholarly account, the factory had a production capacity of approximately 1,000 tons of cement per day. It was sold to an Englishman who subsequently dismantled the installation and sold it to businesses in British-occupied Sudan. (Taylor & Francis Online) The importance of cement production should not be underestimated. A cement plant is not simply another factory, it provides the basic material required for: housing; roads; bridges; ports; factories; schools; hospitals; water infrastructure etc. Removing a cement plant therefore reduced the territory's ability to reconstruct and expand its own infrastructure.
