If they don’t realize that the entire point is that the revolution wasnt started by one single action but an accumulating chain of events which was symbolic of the districts defying the Capitol by doing the one key thing they were never supposed to do, which was come together as the collective people, then stop the wedding.

District 11 only needed to feel the love, care, and grief that comes from an unnecessary death to take action. The rest of Panem had to see/feel the mass destruction and mass graves to take action. That’s why Gale’s bombs were used on Capitol children and resistance aid, the people in the Capitol were never gonna give up until they SAW “Panem’s governing body” killing their own (plus the aid they were receiving) and felt the grief themselves.

It jump started it back into action by sending Katniss bread (books) definitely but I’d say it was Reaper putting the Capitol flag over the dead children in Lucy Gray’s games that started the rebellion.

I find it interesting that it’s district 11 that starts it. In astrology, Aquarius rules the 11H and if you know anything about Aquarius, it really fits that district 11 (Rue) is the catalyst for the revolution

I think you can’t really say one single thing started it it was an accumulation of a bunch of things that happened over years you can track it all the way back before Lucy Grey and looking at the timeline where was no hard start cuz even towards the end Katniss still had to convince people to join
