The four previous declarations all had it. Beijing 2022 mentioned Ukraine three times and backed talks between Russia and Ukraine. Johannesburg 2023, Kazan 2024 and Rio 2025 each recalled the members' "national positions" once. New Delhi 2026: none. Iran is the second word. Last year's paper condemned "the military strikes against the Islamic Republic of Iran". This year's condemns attacks on nuclear facilities under IAEA safeguards and names no state. Tariffs are condemned without naming who set them. The table has grown. Four founders in 2009, South Africa in 2010, then Egypt, Ethiopia, Iran and the Emirates in 2024 and Indonesia in 2025. The host counts Saudi Arabia as an eleventh member. Riyadh says its foreign minister came as an invited country. Around the table sit Russia, at war in Ukraine since 2022, and Iran beside the Emirates it has fired missiles at this year. Twice in 2026 the bloc's foreign ministers met in Delhi and left without a joint statement. The chair's note says "differing views". On the sidelines, Iran's president met Abu Dhabi's crown prince. The Emirati readout speaks of easing tensions. Washington has answered BRICS before, with a threat of 100% tariffs in 2024 and "a little group called BRICS, and it is fading out fast" in 2025. To this declaration, by Sunday afternoon, there was no statement from the White House, the State Department, the European Commission or the EEAS. Paragraph 140 hands the 2027 chair to China.
