the rubber gromit on the flush valve is bypassing,simply change gromit or flushvalve

change rubber disc on bottom of flush unit ..take 2 minutes cost about 4 quid

it can be inlet or outlet problem, but that one the cause is inlet

It doesn’t look like it is overflowing, so why change the fill valve? Looks more like the flush valve is slightly open.

You could try adjusting the old fill valve first before replacing it.

my plumber fitted a split one of these years ago , had running water, like on the video and he just pulled off the top half and shoved in the new replacement, no water turned off , no unscrewing anything, about 30 seconds to do the job
