Every agreement must be evaluated against the yardstick of the national interest: Does it meet the needs of the Senegalese people? Does it create jobs? Does it foster training, technology transfer, local processing, and African integration? The value of financing lies not merely in the amount, but above all in the sustainable progress it enables. As our Constitution states, our natural resources belong to the people. If their exploitation does not tangibly improve living conditions and strengthen our sovereignty, they do not yet constitute true national wealth.
