more importantly, this is about racism: They're looking for an elite force but someone can't be an elite just for shooting first and asking questions later. In this case, they're representing racism with aliens but it can be applied to any law enforcement in real life too: there's a level of critique about police brutality against people who are non-white (as the girl being white was literally mentioned by our protagonist).

also I just noticed a little detail after rewatching the scene over and over again the other "civilian" pop-ups have expressions of fear, confusion, worry where is "Tiffany" doesn't have that her face is completely stoic

I do still think these guys were actual candidates given that Zed neuralizes them after they fail, otherwise I feel getting a bunch of MIB agents to play along would be less risky. But also them failing makes J stand out even more. Sure, K was already going to hire him, but the fact not a single other candidate passed makes J's performance even better.
