i mean not necessarily. remember she is looking directly at the fourth wall. she is asking the audience a question. cards I-IV teach the fool about his constraints. the things that keep him from figuring out things for himself. so the magician teaches that the fool's self understanding is incomplete. the high priestes reveals that his support network is incomplete. the empress teaches that his comforts are not going to sustain an eternal understanding,. the emperor dictates that his traditions are a trap so that when he gets to the heirophant at V he is ready to be initiated. yes the empress has riches and nature and plenty and food and comfortable pillows. it's her literally showing off earthly delights. but the fool has to overcome the temptation to those things because these are all temporal riches. paradoxically to gain the world he has to be able to walk away from its bounty

I always found the framing of the background really interesting. She’s warped perspective in a very specific way so we view the waterfall in the background and the river above it from a different angle to the main subject of the Empress.
