I genuinely thinks this has a lot to do with people not following social ques or understanding social quid pro quo. It’s common knowledge that you build some sort of social relationship BEFORE you ask for anything. Ex- asking a superior to a coffee chat or w.e before asking for a recommendation. A follow is sort of that before asking for advice.
