A senior ANC member has claimed in a sworn affidavit that he personally witnessed Fikile Mbalula handing money to delegates during the party’s 2022 national elective conference. Mandla Themba Sibiya, from the Mzala Nxumalo Region, is cited by former ANC NEC member Nkosazana Dlamini-Zuma as a witness supporting her allegations against Mbalula. Sibiya reportedly told the court that he was among the delegates who received money and that he personally benefited from the alleged distribution. Dlamini-Zuma attached his affidavit to her court papers as she fights Mbalula’s defamation action.  The allegations stem from comments Dlamini-Zuma made publicly in August, when she accused Mbalula of distributing cash to delegates at a clinic during the conference to influence the leadership outcome. Mbalula has strongly denied the allegation and has taken Dlamini-Zuma to court, arguing that her statements were false and damaging to his reputation. His legal team has also questioned the evidentiary value of Sibiya’s affidavit, including why he did not previously report the alleged conduct to police or ANC structures.  The case has therefore turned into a direct clash between two versions: Dlamini-Zuma says witnesses can substantiate her claims, while Mbalula maintains that there is no credible evidence that he bought votes. The Johannesburg High Court is dealing with the matter as part of Mbalula’s defamation proceedings.
