PLCioSim is another good one. they give you a scenario and then you right the ladder logic or you can structured text. its a little janky but it is free

QElectroTech completely free for full schematics. UnifCAD for doing simple schematics, simulating the schematic, and basic PLC programming too. Before PLC programming, I think it’s good to build and understand a basic physical control circuit first.
