This is simple. They are not acting on laws anymore. They operate on their personal feelings of the law. As in they have a feeling and then seek laws that they can use to enforce feelings

He can call someone to to find out what the law is. If I showed up to a welding job talking about I can call someone and ask how to weld, I'd never gat a job, only in law enforcement can you not know your job and still get paid.
