Imo it depends on the series and its popularity but for the most part it’s mostly trying to cater to both. The best example being Chainsaw man anime because season 1 while beloved on the west was much more controversial in Japan due to its controversial changes to the source and its cinematic feel the anime has so when Reze arc movie came in they decided to do something more accurate to the manga while still keeping some cinematic stuff western fans enjoyed which how the movie became success both here and Japan
