Melt butter in a small saucepan over medium heat. Stir in mustard, salt, pepper, garlic powder, and cayenne. Toast for 15–20 seconds until fragrant. 2. Add the water and Carnation Evaporated milk. Bring to a boil over high heat. 3. Stir in macaroni. Turn the heat down to medium-high. Cook uncovered at a steady boil, stirring often, until pasta is tender and most liquid is absorbed but still creamy, 7–8 minutes. Don’t walk too far from the stove, so the liquid doesn’t boil over. 4. Remove from heat. Stir in the cheese handfuls at a time. Until melted and saucy. 5. Taste and adjust seasoning if necessary.
