For those saying he’s a dog walker it doesn’t matter. In NYC it’s illegal to have any dog let alone multiple to not be contained in a carrier. That goes for buses. But of course, you’ll have people that don’t comply unless they do get caught which is a hefty fine. Either way, this needs to be enforced for the safety of the dogs and people that are also riding. Imagine if something went wrong whether a dog attacks a bystander or another dog becomes reactive towards another dog… The one that will be liable and will be prosecuted is the walker.
