Tilke und die Organisatoren wollten die Streckenführung ändern, doch die FIA untersagte dies aus Angst vor Verzögerungen; die Änderungen sollen 2027 umgesetzt werden. Carlos wurde erst als Botschafter engagiert, als bereits alles unter Dach und Fach war.
