In California their wage isn't lowered on the assumption of tips like in other states, and minimum wage is higher, so a 17% tip in CA is very high by comparison to a 20% tip where the minimum wage is lower and waiters are getting paid under that

Here’s the problem, you are looking at the numbers wrong. Tipping was originally about the quality of service. I would say the service in those states sucks or are better.
