i think the best way to add a new game plus would be to have a fourth life path where you play as an already well established merc from night city. this life path would only be available in new game plus, and you would start at max level with everything you got in your previous playthrough carrying over, like iconic weapons, cyberware, clothing, and other gear. during character creation, you could choose your cyberware and adjust your attributes and skill tree to fit whatever build you want. you could also have a unique opening that establishes your v as an experienced merc before going into the main story.

I make my own new game plus. If you always make sure to sleep to gain the xp bonus, and clear all ncpd scanners and gigs available you can actually hit level 20 plus pretty easily. Selling weapons can get you a mil depending on how long you spend roaming to kill. By the time I do the heist I’m about level 25 rich and have great mods

yeah but unfortunately we're never gonna get ng+ because the devs want to hide behide excuses, "ohhh you'd be too op so instead of doing a little bit of rebalancing we're gonna hide behind crappy excuses so we can be lazy instead". I love cyberpunk and CD Project Red but their reasoning behind not adding ng+ really does upset me, they could absolutely do it but they'd rather not give af instead.
