Hizi institutions working together for a goal, forms a system. The institutions that we have(esp crucial ones), were created for extraction of the pple 100yrs ago. So its an extractive system. The incentives this structure create is the problem. Eg the security inst was created to mate violence to the pple, incase they resist extractive policies. It wasnt created by nor controlled by the pple; that structure alone, incentivises more frequent extractive policies. So, the institutions can be there with all details but if its not pple-led/pple-centric, the sys as whole, eventually, will follow the purpose it was created for - extraction.
