The statement is technically correct, but the wording is a bit misleading. When you look at the night sky with the naked eye, the individual stars you see are all within the Milky Way. Under ideal conditions, only about 6,000 stars are visible to the naked eye across the entire sky, roughly 0.000006% of the Milky Way’s estimated 100+ billion stars. So what we actually see is an incredibly tiny selection of our own galaxy, mostly within our relatively local neighbourhood, and their light has generally travelled for years to thousands of years, not billions. To actually see objects whose light has been travelling for billions of years, you need powerful telescopes observing distant galaxies.
