I’m sorry, but you either have livestock guardian dogs or you have family pets. Expecting a guardian dog to be both is a dangerous idea. Do you want him working to protect or being Sgt. Snuggles (yes, that’s his name)? The owners set him up for failure, and now he’s been stuck in a kennel for almost year. He’ll have irreparable behavioral damage because of it. Euthanasia is the most humane thing for him at this point.

i mean if the dog is locked up and she can guarantee it won’t be given another chance to even do something like that it’s HER dog i don’t see why someone else gets to put her animal down for her no one knows her baby like she does i promise

Leaving any dog in confinement for a year is detrimental for their mental health. They can deteriorate quickly in a situation like that. The owner should be doing what is best for the dog. Not what she wants for herself.

I wonder what the person did and if they admitted or took any responsibility for the attack. That would seem to be a valid reason why the case is still open or under review. This owner sounds very dedicated and surely some court order behavior training could be an option. I don’t know the specifics but I’ve seen people provoke dogs and it’s never funny and can be extremely dangerous.
