He can stay at the cyclist section bc there's no meant to be any cyclist filling that section bc he's at front so he can fill that section, the good thing he's behind from the pedestrian crossing not obstructing their path. I would say there's no any fault in that junction.

You can enter the cycle box if following traffic through the junction, the only time you can't enter it is if the light is red on approach to it.

Doesn’t moving past the first stop line constitute running a red light though (if it was red)? So he passed the stop line on green so should be able to finish the manoeuvre after the lights turn red?
