It's usually written by koreans inspired by Europe or Korea. They probably don't even think about non white people, or non Korean people when they think of Europe and Korea, most people don't. And due to the severe cancel culture regarding manhwa, it would be surprising if they grew the balls to base a story off a country that's majority black/brown.
