Three days later, the President of the European Commission announces that she wants Canada to become the EU’s first associate member. A status that, inconveniently, DOESN’T ACTUALLY EXIST yet. So Canada could potentially become the guinea pig for an entirely new relationship between the EU and a non-European country. And Canadians still don’t know what the arrangement would require. Would Canadian regulations have to move toward EU standards? What obligations would come with defence cooperation? Would Canada contribute financially to European programs? What rules would govern labour, trade or market access? What authority would Brussels have, if any? Those aren’t conspiracy theories. They are the obvious questions that arise when politicians start inventing new forms of international integration before explaining them to the public.
