there are people doing individual social responsibilities by taking home the street dogs and take care of them for the rest of their lives, this tax will discourage such people who have an enormous level of empathy.
the other thing is dogs are one of the animals that teach empathy and compassion to children in their small age, imposing a tax will discourage people to rear dogs at homes, which is a extra burden to their economy due to this government tax, this will creat a knock on effet on the society ultimately making the future generations cold hearted and loosing trade named good virtues of sri lankans in future, and empathy and compassion will have to be taught in school as a leason , just like in western countries,
the policy makers haven't gone through the social and economic effects when making this act,
hence the act needed to be amended, colombo is not sri lanka, there are low and middle income holders who even stand to bear another tax upon them which ultimately reduces their disposable income.

this needs to amend certain things sir, vaccination and all other things are good , but why the government tax the society to rearing a pet? they will simply increase the tax as they want, in future, the vaccine and all is said to create the panic , the hidden agenda is that to impose a new tax on society, currently the society cant handle more tax burden with this crisis situation, this is so unfair
