Don't cherry pick, put the full Netanyahu quote from 2009: he said a demilitarized Palestinian state would be allowed (Israel has full border control and option to expand if its security needs it), that's not a state. And anyway in 2015 way before Oct 7 he said there cannot be a Palestinian state because of security reasons.
