@virtualbacon: The CLARITY Act cloture vote failed 49 to 50 and everyone called the bill dead for the year. It is not. Cloture is the motion to proceed to debate. It needs 60 votes and got 49. Four Republican senators switched at the last minute, and one of them, Senator Tillis, actually wanted the bill to pass. He saw the vote failing and changed his own vote to no, because only a senator who voted no can ask for a re-vote.
