I feel like there's three reasons. 1, they're finishing each other's "sandwiches" so it's like Hans was going to say "you and I were just meant to be" but Anna finished the "and I" for him. 2, it's to foreshadow their one-sided relationship, only Anna loves Hans and Hans loves Anna through a facade, he is only using her for royal status. 3, this is more of my own interpretation but it symbolizes how naïve Anna is and that she'll just jump into anything without thinking.
