I genuinely hated that guy, I had no feelings for him, Nora did, how ever my theory is that I feel like the institute SHOULD clean up the wasteland by bulldozing dilapidated buildings, removing dead foliage, removing top soil to make way for nutrient rich soil, and just simply making a offer to wastelanders help out the institute and live or just simply "parish".

TECHNICALLY the institute could be the best ending purely because you end up with ultimate power over the institute at the end so you could feasibly just force the institute to do a 180 and be good guys

the game of what ifs and what could of bin is what fallout 4 is. the objective evil is to join the brother hood and side with them. because not seeing slaves as slaves and wanting to free them is objective evil even if there robots. the institute is objective the best faction in concept for the wasteland but is so undercooked in game play same with the Minuteman. wish this game had so much more depth of choice and expression. but thanks tod

if you talk to the department heads all of them are super self important and condescending about the other departments... he knew he couldn't promote one of them to director. all resources would have been funneled into that one department while the others had to fight for attention. there's already evidence of a few of them being dismissive of him and his plans on top of that. sole was a neutral party, he hoped that they would have the best interest of the institute as a whole in mind.
