get yourself an electric dehumidifier and just run it round the clock. even if you get another flood, it will help mitigate the long term damp problems whilst you fix what you can in the meantime

I wouldn’t go with a dark paint in a basement. It will feel like a dungeon. I'd go with a cream or warm tone but lighter color.

I would 100% clean the mold now and just keep up on it before it gets bad again . Don’t leave the mold.

you suould prime paid with Kilz paint, it will kelp to kill the mold, then whatever color.

You need to use water proofing paint on those cinder block walls it will dry them entirely out and same with the floor

I would paint the basement a light color because that area is dark already and I think brown would make it look darker.

Oh once you clean the walls, start with a really good primer that blacks the mold and dirt from coming back through. Doing a fabulous job!

always start painting with kilz over mold areas and unsealed concrete it will seal up the mold then do fun colors on top

not sure if you've started on/ talked about your walls yet, but since they are concrete, bleach those suckers to kill the mold. then maybe and dawn and a scrub brush. (they make a scrub head that fits on the head of the o cedar mop that makes scrubbing walls way easier.)
