For those wondering why jacket is so high, because it hotline in Miami it is essentially confirmed/imply that jacket has some sort of supernatural ability to send danger kind of like Spider-Man as it's Cannon that he makes it through every single encounter without a scratch because he keeps dodging, we also see him allegedly get shot in the head and survive, as well as him having the strength to pry open a locked armored transport door, however, hotline Miami is known to be an unreliable narrator so take everything with a grain of salt.
