Is that a concrete path in the middle? If so, why build that path and not a crossing? Even if it's a worn out patch, people, nay, even animals will always figure out the most efficient way to cross any obstacle to get to where they want to go. The fact that there is no crossing at that location yet is favoured by most shows there's an error in planning.
